The horn brackets are painted and that when bolted to a core support or in the engine compartment that has a painted surface does not allow the horn to have a proper ground. In a lot of cases the car has been repainted which adds more paint or thicker paint. It is crucial that you remove the paint in a very small area on the car and around the bolt hole on the horn bracket to get a proper ground for the horn to work and or work consistently.
